As the founder of Roger Shanks Consulting, Roger brings extensive experience and expertise in urban planning to clients, coming from a municipal planning background. Through his knowledge of planning procedures and architectural design and his communication skills, Roger has been able to identify and problem solve issues, provide direction, assist in the design, layout and processing of projects for clients.

To achieve successful results it is critical to develop, nurture and maintain positive relationships, open communication with clients, stakeholders and agency staffs. To this end, honesty and integrity are vital to establishing and maintaining these positive relationships.

These core values have allowed Roger to create and maintain environments of cooperation and mutual respect while processing a diverse range of development projects. Roger has been able to achieve this through actively listening and understanding the concerns and objectives of all parties involved and respecting each person. Through understanding the positions of various stakeholders, he has been able to develop successful strategies and innovative solutions to achieve positive results.

Mission

Assist clients through the land use entitlement process by providing prompt and professional handling of applications and permits from conceptual designs through construction permitting.

Background

Roger brings to his clients over 30 years of experience working with public and private clientele ranging from individual homeowners and privates businesses to cities and developers.

Roger worked for the City of Fremont, CA where he advanced to the level of Senior Planner managing the Current Planning Section of the Development and Environmental Services Department. Roger also managed the processing of two “New Towns” within Fremont, both of which were mixed-use communities, including, residential, commercial, industrial and open space uses.  He also served as the City’s Zoning Administrator and Secretary to the Planning Commission.

Roger consulted with the architectural firm of BCA managing projects from the entitlements phase through construction permitting. His knowledge of zoning and land use regulations resulted in the ability to develop strategies and solutions for satisfying such regulations and achieving project approvals. He played a key role in coordinating communications with the various public agencies to effectively expedite the necessary processes to obtain the essential permits and approvals.

Roger has consulted with Dahlin Group Architecture Planning since 2004 to help facilitate the processing of the 7,000+ acre Coyote Valley Specific Plan (CVSP) in San José, California.  As part of the CVSP Dahlin Group team, his responsibilities included management of the project and coordination between the project design team, the City of San José and project stakeholders, including public agencies, environmental interest groups and property owners.  He has also provided Dahlin Group assistance with the development of strategies and development scenarios for a variety of development projects including density bonus regulations and affordable housing opportunities and strategies.

Roger has provided consulting services to a wide variety of clients requiring assistance to process and expedite applications and permits through various public agencies.
